With reference to my letter of January 21st to

the President and Honourable Members of the Philippine

Commission in connection with the passing of Commission

Bill No. 59 which changes and increases the penalties

for illegal importers and dealers in opium, I now have

the honour to enclose for the information of the Philip-

yine Goverment copy of a letter(Enclosure No.1) dated

February 10th, received from His Excellency, the Governor

of Hongkong with reference to changes made in the Opium

Laws in Hongkong.

I also enclose copies of the fellowing correspondence

forwarded to me by Messrs.Smith, Bell and Co.

Commerce and Police, July 22nd, 1912.

In consequence of the receipt of Enclosure No.3

from Messrs.Smith,Bell and Co. calling my attention to

the frequency of fines levied on British Shipping for

the carrying of urmanifested cargo in the form of opium
